I guess it wasn’t clear in my question that i am a CANADIAN CITIZEN, I want to return to CANADA by LAND I am NOT flying. And I don’t have a passport because I didn’t know I needed one I thought the new rules didn’t come into effect until next June. I drove to the USA before the rules came into effect and my visit is almost done I am leaving on August 17. I have been searching on the net for answers and I contacted the Border Agency and the responded with this:
Canadians Returning Home
Make sure you carry proper identification for yourself and any children traveling with you to assist in confirming your legal right to enter Canada. Proper identification includes a Canadian birth certificate, a Canadian passport, a permanent residence card, a citizenship card or a certificate of Indian status.
I find it a little confusing. I do have a Canadian (ONTARIO) Birth Certificate, Drivers License, And Social Insurance Card. Do you think that would be enough? If not where can I get a Canadian passport in the San Francisco Bay Area? And it says I need a guarantor I don’t obviously have one because I have been here only a few months, & it also says the guarantor has to be a canadian citizen with a passport?!? I feel really dumb right now!!! I don’t know what I’m suppose to do?!

Sorry, but I can’t read your previous posts in regard to that issue.
Fact is that this Western Hemisphere Travel Initiative is based on an U.S. initiative and will apply for Canadians traveling to the United States but not for those ones returning home.
To get back home from the United States you will have to follow Canadian procedures and not American ones. Forget about all this Yankee passport talking.
As long as you can provide proof of Canadian citizenship to are good to get home.

The links I have provided are based on flights, but if you can fly without a passport you can surely cross a land border as well.
For another travel to the U.S. you will need a valid passport or an enhanced driver’s license for land travel if you live in British Columbia, Manitoba, Ontario, or Quebec.
Do you have your birth certificate with you? And your drivers liscense?
If so, this should be all you need to prove your identity.
The license is certified by the Canadian government and serves as proper identification. You birth certificate demonstrates your citizenship.
If you are concerned that you’ll need your passport, and you have one in Canada, consider having someone mailing it to you.
You can call the Border Agency once more and tell them what documents have. Get a name and record their answer.

It’s up to Canada to decide on whether to admit you back, but according to the embassy website, http://www.canadainternational.gc.ca/washington/consul/passport_passeport.aspx?lang=eng&menu_id=153&menu=L, the entry requirements for Canadian citizens to return home haven’t changed.
