To find a local agent you can go this website and input your city, state and zip code http://www.iiaba.net/agentlocator/findagent.aspx. Call a couple of the agents and choose the one that you feel most comfortable with.

so, your choices are limited to those firms registered in your state — whichever that happens to be.

It’s impossible to answer because "best" means something different for everyone. Plus, there’s no "one size fits all" cheapest.
